Maharashtra is moving towards one of its biggest land-record reforms in years. The state is preparing property cards for all land plots under a proposed Land Titling Act, with the aim of making ownership clearer, reducing disputes and building a modern, statewide land record system.
For anyone buying a flat, a plot or a commercial unit in Mumbai, Navi Mumbai or Pune, this could change how ownership is checked and how quickly a deal moves from token amount to registration.
Each card is planned to work as a single, verified record of a plot. It is expected to carry:
Today, buyers and lawyers often have to trace ownership through decades-old documents, mutation entries and 7/12 extracts. Gaps in these papers are a common cause of litigation. The proposed Act aims to move Maharashtra towards a conclusive titling system, where the government record itself is treated as proof of ownership. Alongside this, the state plans to digitise and centralise land records so they are easier to access and verify.
Markets with active land transactions — Mumbai, Pune, Navi Mumbai, Nagpur and Nashik — are expected to benefit the most. Clear titles also support smart-city planning and infrastructure projects, where land disputes often cause delays.
Implementation will not be simple. Old survey records need updating, pending disputes must be resolved, rural land data has to be digitised and several government departments will need to work together. The success of the reform will depend on accurate data collection and strong digital infrastructure. No official rollout dates have been announced yet.
Until property cards are live, buyers should continue to do full due diligence: check the 7/12 extract or property card where available, the title search report, RERA registration and the approved plan. Our team helps buyers verify these documents for every project we recommend. Talk to our property experts before you book.
